An Energy Performance Certificate (EPC) is a legal requirement for almost all rental properties in the UK. You cannot let a property without a valid EPC, and since 2020, the minimum rating for new tenancies in England is E.

What is an EPC?

An EPC rates a property’s energy efficiency from A (most efficient) to G (least efficient). It is produced by an accredited domestic energy assessor and is valid for 10 years. The certificate includes recommendations for improving energy performance.

Properties rated F or G cannot legally be let unless a valid exemption is registered on the PRS Exemptions Register.

When you need an EPC

  • Before marketing a property for rent
  • Before a new tenancy begins
  • When selling a property
  • After significant energy-related improvements (may want updated rating)

Provide a copy to tenants free of charge at the earliest opportunity — ideally before they commit to the tenancy.

Valid exemptions

Limited exemptions exist, including:

  • Properties where all relevant improvements have been made and the rating remains below E
  • Properties where improvements would devalue the property by more than 5%
  • Short-term lets (under six months)
  • Listed buildings (in some cases — seek advice)

Exemptions must be registered and are time-limited (typically five years).

Penalties

Local authorities can fine landlords up to £5,000 for renting a property below EPC E without a valid exemption. You also cannot serve a valid Section 21 notice without a current EPC.

  • Loft insulation (270mm+)
  • Cavity wall insulation
  • Upgrading to a modern condensing boiler
  • Double glazing
  • LED lighting
  • Smart heating controls
